年除夕的夜晚，正當大家準備過年的同時，警局13管區即將在不久後關閉，所有人員即將撤離，就在這最後一夜，局裡因拘留了一位危險的黑幫大老馬里歐畢夏普而引起喧然大波。就在這個詭譎時刻發生了激烈衝突，一群黑幫流氓急著要把老大救出來，另一批警察搶著要殺掉馬里歐，而警局內執勤員警為求自保，便由警察傑克羅尼克集結了單薄的警力，同時號召警局所拘留的犯人一起向外攻堅，試圖要殺出一條血路，才有存活的機會，但警察和匪徒的合作能成功嗎？各懷鬼胎的你爭我奪之中，還有更大的陰謀在裡頭，不到最後，沒有人知道…...
